Eskenazi Medical Group (EMG) is seeking a highly qualified Cheif Physician Executive to join its team. EMG is affiliated with Eskenazi Health and employs physician and advanced practice providers who support the Eskenazi Health system. A multi-specialty provider group, it strives to be a leading primary care provider serving all patients regardless of ability to pay or condition of health while advancing medicine through teaching and research.


Eskenazi Health is one of American's largest safety net health systems with more than 1 million outpatient visits each year. Partnering with the Indiana University School of Medicine, Eskenazi Health serves as the public hospital division of the Health & Hospital Corporation of Marion County, Indiana. In addition to the 327-bed hospital located on its downtown Indianapolis campus, Eskenazi Health provides services at 10 federally qualified health care centers and multiple mental health sites and residential facilities located throughout Indianapolis. The Chief Physician Executive (CPE) of Eskenazi Medical Group (EMG) and Eskenazi Health Center Inc. (EHC), leads, manages, directs and is accountable for all health center clinical services to assure health system's goals are achieved. The CPE works to transform and sustain the practice as a Patient‐Centered Medical Home (PCMH). Within a PCMH, the CPE assures Primary Care services are high quality, multidisciplinary, comprehensive, coordinated, culturally sensitive, accessible, and delivered with preeminent service excellence. The CPE works to create an environment that is also compatible with and supportive of the teaching and research missions of the Indiana University School of Medicine (The School). The CPE is responsible for the appropriateness, quality, efficiency and effectiveness of the medical care delivered by EMG physicians and mid‐level providers within the health center. Representing EMG, and serving as a liaison to the health center staff, he/she works with the EMG CEO, the EHC CEO and CMO, the EH Service Chiefs, and IU School of Medicine education leadership to 1) develop and implement primary care services' clinical policies and guidelines, 2) develop and assess clinical activities and performance, 3) monitor, develop, and attain EH fiscal and utilization objectives, 4) maintain and enhance the teaching environment, 5) enhance clinical research opportunities and 6) assure compliance with appropriate regulatory, accrediting and credentialing/privileging standards. It is the responsibility of the CPE to model and uphold the mission, vision and standard of performance within the health center.

Appointment by the Eskenazi Health Center CMO and approved by the Eskenazi Medical Group CEO, Eskenazi Health Center CEO, and Eskenazi Health Services CEO.

The Chief Physician Executive (CPE) reports to the EHC CMO as first line supervisor and EHC CEO as second level supervisor for practice issues. The CPE reports to the EMG CEO for employment issues.

Works closely with the EMG CEO (for the employment related issues below) and the Site Clinic Manager, EHC CMO, and EHC CEO for the practice issues below, the Chief Physician Executive:

1. Provides clinical oversight to lead, manage, direct and is accountable for all health center operations to ensure health system's goals are achieved. The CPE does this in close collaboration with the Health Center's Clinic Manager and Site Coordinator as a leadership team.
2. Oversees, directs, and ensures primary care physicians and advanced practice providers compliance with EH medical staff bylaws and all related policies and procedures. Conducts performance evaluations and feedback to primary care providers at his/her health center on an annual basis or more frequently if needed.
3. Provides input for the health center's annual operating and capital budgets for approval by EHC Senior Leadership. The CPE, Health Center Manager, and Site Coordinator are together responsible for the site's financial performance.
4. In collaboration with the Health Center Manager, determines care teams and staffing plans required to deliver care within site's defined budget.
5. Participates in the recruitment, selection, and hiring of all primary care providers at the health center. Provides input in interviewing and the selection of the support staff. Provides oversight of shared service personnel assigned to the Health Center. Assists EHC leadership in preparing job descriptions and performing annual performance reviews for all providers at the site. Provides input into the annual performance reviews of the Clinic Manager, Site Coordinator and the support staff at the site. Works with EMG CEO and EMG Human Resources and with input from EHC CMO in determining appropriate probationary or other disciplinary action for providers. Provides input into appropriate probationary and disciplinary action for support staff.
6. With the Clinic Manager, develops the annual goals for the health center that addresses clinical quality, patient safety, patient satisfaction, service excellence, and the provision of cost effective clinical services; helps prioritize proposed programs and services and actively supports resulting strategies. Assures well-functioning Quality and Patient Safety teams at the health center.
7. Works with the EMG CEO, and EHC leadership to maintain and enhance primary care provider morale and a positive work environment at the CHC to actively promote the retention of primary care physicians and advanced practice providers. Works with EMG, EHC, EH, service chiefs and clinical department chairs to maintain sufficient faculty coverage for all teaching and other academic activities at his/her Community Health Center.
8. Within a matrix model of management the CPE shares oversight of the health center manager and site coordinator with the Director of Operations, oversight of the nursing staff with the Associate Chief Nursing Officer for Primary Care, and with the Director of Clinical Affairs for the medical assistants. The CPE works collaboratively with the EHC Director of Operations to fulfill administrative and clinical goals for health center.
9. Assists in identifying, developing and providing continuing professional education programs for clinical staff and provides mentoring, coaching and feedback for the primary care physicians and advanced practice providers. Promotes the integration of clinical practice, clinical education and research.
10. Maintains knowledge of relevant JCAHO standards and guidelines as well as clinical standards for federal programs and state licensure agreements. Collaborates in developing and assuring compliance with policies and procedures related to JCAHO and other accrediting and licensing agency guidelines and requirements for all services at site.
11. Works to assure the proper analysis of clinical and financial data, identify patterns and trends in the data and report the results of data analysis to the appropriate personnel.
12. Is responsible and accountable to leadership for the key identified performance metrics, both clinical and administrative, for the health center. Works with site and EHC leadership to assure the proper analysis of clinical and financial data provided to identify patterns and trends to understand and improve site performance.
13. Works with Quality and Risk Management to improve patient safety and to ensure active and meaningful work for the site Quality and Safety Committees. Responsible and accountable to leadership for the site's performance in terms of clinical quality, service excellence and utilization management. Performs medical record reviews at the request of Risk Management and Legal Services.
14. Supports all EH, EHC, and Health Center specific Service Excellence initiatives and serves as a role model, coach and mentor to achieve service excellence in all areas of customer service at the site. Works directly with providers who have identified customer service issues by feedback, coaching, and mentoring to achieve improvement and resolution of problem areas and holds providers accountable for service excellence in all interactions with patients, their family members, other providers, and staff.
15. Serves as point person for communications between site and EMG and EHC Sr. Leadership. These responsibilities include but are not limited to communicating health system goals and initiatives to staff, relaying pertinent information from various leadership meetings to site providers, clinical, and administrative staff.
16. Participates, with EHC leadership, in developing, implementing and reviewing clinical protocols, policies and procedures, with the goal that practices are evidence‐based, effective, efficient and meet internal and external standards for quality and patient safety. Oversees adherence to established guidelines and facilitates achievement of utilization management objectives.
17. Collaborates with the health center Manager, with EHC leadership, and with the EH administrative team to recommend appropriate acquisition of new and replacement equipment and facility modifications to support EH in maintaining a state‐of‐the‐art and cost‐effective clinical environment.
18. When requested by leadership, represents EMG, EHC, and/or EH on assigned internal and external committees, task forces, commissions, agencies and promotional or public relations efforts regarding EH's primary care clinical affairs. Is aware of the role of their health center in the local community and is involved with community related activities and initiatives as needed.
19. Identifies barriers to efficient patient care and works with EH, EHC, and EMG to overcome those barriers.
20. Works with IUSM residency program directors and clerkship directors to maintain and enhance both the research and educational missions of the School, other training programs, and EH.
21. Participates in on‐going professional development and training sessions for CPEs.
22. Fulfills any other duties as delineated in the Medical Staff Bylaws and/or assigned by EMG, EHC, or EH leadership.

2. Full faculty appointment, Indiana University School of Medicine (IUSM)
3. A CPE must be at least 0.80 FTEE. The CPE will have 3 half days per week (12 hours per week, i.e. 0.3 FTEE) administrative time for CPE related duties, which includes clinical administrative time. This administrative time will be scheduled to assure attendance at all regular CPE meetings. The CPE's remaining time will be spent in clinical, educational and research activities.
4. Experience in leadership and management preferred. A physician executive with a minimum of three to five years of progressive leadership experience and with an MBA or MMM is preferred, but not required.

6. Current licensure as an MD/DO to practice in the State of Indiana by the State Board of Medical Examiners.
7.Maintains active Board certification in one of the following Primary Care categories - Internal Medicine, Pediatrics, or Family Medicine.
8. Current DEA, DPS certification
9. Must be able to meet and maintain current Eskenazi Health credentialing and privileging requirements.

Recruit and retain superior providers and staff (including those employed by EMG and IUHP) through actions that recognize successes, address provider engagement, and address low performance among staff and providers in a timely fashion.
